if a t_code is assigned to 5000 users then how would you
find out who never uses this t_code?

That transaction code used by perticular user that is
displayed by that tcode STAD, but never used that
perticular user list exactly i dont no but it will comes by
tha transaction code STAD(STAT3) only,

If your Organization is configured the Audit Logs then you can get this information using SM20. Provide the user and from -To days & tcode you are specifically looking for particular user.
