Go to PFCG tcode create one single role and then go to
Authorization tab next goto EDIT tab click insert
authorizations----->from profile then we can add
sap_all,sap_new

which profiles user can access that we can control through
object S_USER_PRO if you just mention in its field value
SAP_ALL & SAP_NEW then user will have authorization only for
these two profiles. On the other hand if we want to restrict
user from assigning SAP_ALL or SAP_NEW profiles to any other
user then we also can do this using Enter,Include,assign
activity of this object & in field value just exclude these
two profiles using "Exclude single values" option.
