Yes,We can do it throw GRC access enforce.
In SAP R/3,we can changed the validity period under logon
data tab

yes we can change the validity of the user raising the
request type as change account
Change Account: Used to request changes to existing
accounts such as role changes. Also for other changes to an
account such as account validity date, etc.
