Yes you can,but there is some matter you think first,
1)The total volume of tranformer oil,i.e when u r taking
oil sample it should not effect transformer total oil volume
(i.e it should negligeble effect)
2)you should take care of your safety first.
3)after taking oil sample oil sample valve should tight
properly.

Yes but you will have to take bottom sample only considering
safety.This sample will give average test results as the oil
is circulating.For correct results ,you have to test bottom
and top samples separately after cutting off supply.
