OLTC means...ON LOAD TAP CHANGER. It is provided on the HV
side of the transformer. On HV side as the current is less
we can easily( not that easily..) switch over to different
voltage levels thus producing minimum chances of arc
production. While on the LV side as the current is very
large On load tap changing almost becomes impossible.

OLTC means On Load tap changer of transformer used for reliability of power supply.
OLTC can be on either side of transformer.It depends whether the transformer is step up or step down. For Step Up transformer it will be on Secondary side(H.T) while for Step down it will be on Primary side(H.T) of the transfomer.

In case of 3Phase Supply, Voltage R-Earth/Neutral - 220 Y-Earth/Neutral - 220 Z-Earth/Neutral - 220 Total is -> 660Volts Then Why it is said that 3Phase supply is 440
