Please tell me the difference between nominal and clear

Let us take, b = bredth of the beam
D = Overall depth of the beam.
Effective depth = overall depth-effective cover
effective cover = the distance from botttom of fibre of the
beam to the centre of reinforcement.
Clear cover = the distance from the bottom of fibre to
bottom level of the reinforcement

nominal cover and clear cover are the same. both are the cover from the outer concrete to the outer face of the stirrups. latest revision of IS 456 says that NC is same as clear cover

In beam of b*D dimension. considering bottom section of beam
effective cover is the distance between centre of main
bottom longitudinal rebar to the concrete extreme fibre
(bottom edge of beam).
clear cover is distance between concrete extreme fibre and
bottom edge of a stirrup
Similarly at the top section of beam

effective cover=the distance from centre of iron rod to the bottom of fibre.
clear cover=the distance from bottom of fibre to bottom of iron rod.

Nominal cover means clear distance between face of concrete and face of main outer rebar, whereas effective cover means center of rebar to outside of concrete face, so Nominal cover < effective cover. viz. if 20 dia steel is used and nominal cover is 40mm then, effective cover will be (40+(20/2))= 50mm

In nominal cover half diameter of the beam is added along with cover depth whereas in clear cover only depth of cover is included.

Clear cover is the distance between C.G of reinforcement bars and bottom most point of concrete.
Whereas ominal cover is the end to end distance of r/f bars and botom most point of concrete.
