QC is PRODUCT ORIENTED and DEFECT DETECTION based.

It is Defect Prevention Oriented.It is done for
complete product cycle.Ex: Reviews and Audits
QC- Quality Control is product based
It is defect detection and defect correction oriented
It is done after product is build. Ex: software testing

QA refers to a program for systematic monitoring and
evaluation of various aspects of a project,service or
facility to ensure that standards of quality are being
met.On the other hand QC is a procedure or a set of
procedures intended to ensure that a manufactured product or
performed service adheres to a different set of quality
criteria or meets the requirement of client or customer.

B)When the requirements are well understood and there is a need for developers to create a fully functional system within a very short time period.
