Phase means voltage.In single phase we measure the potential
difference between phase wire and neutral wire which is 230
volts.while in three phase system voltage is measured
between two phase wires which is 220+220=440 volts.In three
phase system if we will measure voltage between phase wire
and neutral wire it will be 220 volts.

we can measure the voltage through multimeter (i.e)in multimeter having only two probs. so we can measure only 2phases (i.e)440V to measure the 3 phase voltage we have to use the formulae of 3 phase power (root3 VI COSO)by applying this formula we can calculated as 440V
