transformer impedance test? and if neutral is not connected

If not short circuited there will be back emf and hence
impedance can not be measured. Neutral grounding does not
matter for this test

Dear all,recently in our plant we installed a conveyor for this the motor ratings are 5 hp and Amps 7.39.Due to on urgent starting of conveyor we fix the DOL starter with range of 9-15 amps.give me suggestion regarding on this issue
