To experience a shock,there must be a potential difference
between you & the wire you are going to touch it.As neutral
is always at zero potential,it doesn't shock you when you
touch it.

shocks made where potential difference is available, in
between neutral & you there is nothing difference because
you are standing on earth. also Neutral is always Zero if
load is balance so you dont have shock by neutral.

As mentioned in 4 and 6, the neutral is at 0 potential.But if due to improper earthing or due to unbalance, neutral shifting occurs then neutral will be at a higher potential than the earth.At that time if neutral is touched then it will cause electrocution.
