Why not instal the NGR in 11kv/433kv trasformer?

as per IEC norm the protection of 11 kv generator against
the earth fault current will be controlled by adding
external resistance between the star point of generator
winding & earth pits.
but for low voltage as per IEC has recommeded solidly
earthing system as per std.

In my company we are generally using NGR for the secondary
side (433Voltage) of the Transformer....
