Practically IMPOSSIBLE..
ONLY CHANGE IN FLUX LINKED can INDUCE EMF in a coil
In case of DC..FLUX REMAINS CONSTANT AND NO EMF IS INDUCED..
NOTE:
There will be a momentary raise in voltage in secondary when
switching ON or OFF because sudden change in flux linkage..
THIS MIGHT DAMAGE THE WINDING...

Dc transformer does not exists. because the tranformer
function is to tranfer the power from one circuit to another
circuit. but in dc the flux induced is not flctuating its
constant. so this flux will not induce the flux in secondary
(cutting of flux linkage not happening)

transformers are used which supplies short pulses of dc
current...

You can have a DC transformer. But you will need a SCR to create a switched mode power supply to geat the fluctuating voltage, but it will be spkied surges at the other side which when smoothened out using capacitors will result into Dc on the secondary side too .... not a very economical idea as there will be too many losses.
