The function of the filament at both ends of the flourescent tube is to ionize the gas inside by heating for producing the light. Once the gas is ionised then the filaments have no role to play. The choke and the starter as just means to produce the high voltage spark due to the inductance property of the choke, which later on just reduces the AC voltage for the tubelight to around 90 volts which is enough to stay ignited.
