Leakage current is the current that flows through the protective ground conductor to ground. In
the absence of a grounding connection, it is the current that could flow from any conductive part
or the surface of non-conductive parts to ground if a conductive path was available (such as a
human body). There are always extraneous currents flowing in the safety ground conductor.
If you are doing testing at HV equipment. in that case (0.1-0.9 Micro Amperes) leakage currents values are acceptable.

Leakage current is the current that flows from the unit
through the grounding conductor into a household ground.
Leakage current could shock an individual if the household
grounding is not sufficient or there is an intentional or
unintentional interruption of grounding connection maximum
leakage current 0.5MA

Leakage current is wastage current which occurs due to
improper insulation within the unit, and is also dangerous
by direct human contact. Leakage may be between,
Input to ground,
Output to ground, or even
Input to output terminals.
According to IEC standards, 10mA flow is accepted when 2kV
is applied across the above mentioned terminals when they
are electrically isolated.
