definitely not! the body of the train will act as a
conductor to direct the flow of fault currents to system
ground in which the rail of the train is connected.
Passengers will have no potential difference bet the earth
in this case they are safe for electrical shocks what so
ever.

Definetely no.
bcoz current every time choose low resistive path to flow,
when 25 kv touch the train that time train body is directly
earthed throw rail due to that current directly pass in the
ground throw train body and passenger will not observed any
shock.
