Mainly the current Transformer works on the principle that
Primary mmf = secondary mmf
i.e
Primary AmpereTurns(AT) = Secondary AT
so if the secondary is Open circuited, there is no current
in the Secondary hence secondary AT=0. In that case there
is no opposing mmf in the secondary to neutralize the
primary mmf. So the CT secondary will induce heavy
voltages and winding of the secondary will burn...
simply to understand guess what happends if we pump water
into a tank without opening valves for water to go out..

the mmf developed in the primary side will depend only on
load current which is highdue to which there will be high
flux in secondary also hence if we open circuit the
secondary the current present in sec will be zero,a very
high voltage will be generated which cause hazard.
