What happen while we measure the Current in Rotor?

Rotor induced current frequency varies with speed and is
equal to s*f where s = slip and f is the frequency at
standstill. So at full speed the rotor current frequency is
very low. It is just like dc current.Thus the rotor current
can't be measured with ordinary tong tester. This will so
you very low value, although the current is high as marked
on motor name plate.
