by calculating the current carrying capacity and the voltage
withstand capacity of the insulation at the time of design
of any new transformer having any current or voltage rating
for previous 11 kv voltage rating the max current current
carrying capacity of wdg conductor at unity powerfactor
which represents KVA eauals voltage and current rating capacity
the eq is kva rating = va rating = V * I * cos @
at unity pf will be 1

We know that the KVA rating of transformer always depends on the loss of that transformer.So for core loss calculation we can apply the open circuit test method as the core loss depends on voltage and for the calculation of copper loss we can apply the short circuit test method in which the copper loss depends on the current.
