Three phase three wire system is being used only for energy
tansmission purpose not for distrubition. that's why
neutral is not used.

in transmission system only 3phase 3 wire is used. neutral
is only run from the distribution side only not a
generation side and not a transmission side. so in
transmission no need to transmit a neutral through out the
length.
