As per SAP recommendation we should restrict to minimum
number of clients on the Production system. A single
productive client is enough on Production Server.
(excluding clients 000, 001 & 066)
In general production systems
should be limited to the fewest number of clients possible,
and usually this is a single productive client. However, if
you are also running usage types PI and/or BI in the
system, they each require their own dedicated client -- see
Note 855534.
To see the clients defined for your PROD system, use TCode
SCC4.

If you have sufficient resource then you can create many 3
digit clients in a system. except 000,001,066.
But first know what is a client = Clinet it self is a
logical SAP system. How many client you are newly defining
you are making a new logical sap system. and no one will
like to have another logical sap system in a Production
Environment, for performance, security, and reliability.
