A neutral provides a closed path for the current to flow.
It protects the equipment we use.Earth is used to protect
the human life. It provides the path for short circuit
current. But neutral is earthed at the distribution
transformer secondary side

there is a potential difference in of 2.3 volts between
earth and neutral wire, the potential of netural is higher
therefore max current flow to earth circuit when there us a
leakage

I simply tell neutral is the return path of the ckt.earth
wire which is used to pump leakage currents to earth.by
practically earth is perfect or not decided by 2tests
1.lamptest or by multimeter(by m meter n-e below 5v it's
perfect)
2.by megger.

Neutral will carry unbalance current if any. The earth wire
shall share/carry fault current along with alternate earth
path created by cause of fault, say human touch of charged
conductor. Insulation failure between phase and ground
shall also cause flow of current in earth wire

The ground slot and the neutral slot of an outlet are identical. That is, if you go back to the fuse box, you will find that the neutral and ground wires from all of the outlets go to the same place. They all connect to ground (see How Power Distribution Grids Work for details on grounding). Since they both go to the same place, why do you need both?
If you look around your house, what you will find is that just about every appliance with a metal case has a three-prong outlet. This may also include some things, like your computer, that have a metal-encased power supply inside even if the device itself comes in a plastic case. The idea behind grounding is to protect the people who use metal-encased appliances from electric shock. The casing is connected directly to the ground prong.
Let's say that a wire comes loose inside an ungrounded metal case, and the loose wire touches the metal case. If the loose wire is live, then the metal case is now live, and anyone who touches it will get a potentially fatal shock. With the case grounded, the electricity from the live wire flows straight to ground, as there is no resistance in the circuit excess current flows, and this trips the fuse in the fuse box. Now the appliance won't work, but it won't kill you either.
What happens if you cut off the ground prong or use a cheater plug so you can plug a three-prong appliance into a two-prong outlet? Nothing really -- the appliance will still operate. What you have done, however, is disable an important safety feature that protects you from electric shock if a wire comes loose.

An Earth wire is used to provide a path for leakage current
in case the body of an equipment is in touch with a naked
portion of live wire whereas a neutral wire is there to
provide a closed loop to the flow of current in an
equipment.

As the name suggests neutral wire neutralizes any
fluctuations or surge in the live wire by by-passing it to
the mid-point of power transformer's(from where the power is
being transmitted/distributed) secondary coil. By this, it
maintains a balance between load and source and also it does
complete the circuit(without a neutral wire circuit can't
get completed in case of a single phase power system) in
single phased/poly-phased power supply. On the other hand,
ground/earth wire is meant for only to by-pass any kind of
leakage currents(from the outer metallic bodies of household
appliances)which may cause physical injury to the user and
also in certain cases may affect the electrical appliances.
So the purpose of neutral wire is to complete and balance
the electrical circuit whereas the purpose of a earth wire
is to protect any hazardous incident due to leakage current.
Note:Hazards arising from leakage current and that from a
short circuit are different. Circuit breakers(MCB) can
protect appliances against short circuit but not from
leakage current. So, grounding all the electrical equipments
should be given a priority.
