In a star connection Line Current is Equal to Phase Current. i.e.

Line Current = Phase Current

IL = IPH

Where as in delta line current= 1.732 phase current

In star, resistance across two terminal become three times as compare to delta.

The motor starting current can be reduced by following methods;
1. Start the motor without load.
if not possible
2. Use auto transformer starter
or
3. Use soft starter

The motors are usually designed to run in delta connection i.e. each of the three windings to take line voltage . When you start in star connection , each winding is subjected to phase voltage , Hence the starting current will be less .
