to calculate quantity of water you need to know water cement ratio... 1(cement):3(sand). we cant find w/c ratio from proportions... normally w/c ratio ranges from 0.4 to 0.7. first we have fix w/c ratio to calculate proportion value.

Ratio given, 1:3, it is depending on quantity of cement in kilograms. then we can multiply by the ratio. Such as we know that, 1 bag of cement = 50 kg. Hence, 50*0.6 = 30 ltrs of water

Actually it depends upon the weather condition.The amount of water can change according to the weather.1 liter water is sufficient for 10 kg of cement.With the Aggregate the amount of water will be increased.
