What is the difference between Scales and Floats

1.Scale or Scaling used in MM,when price of a material varies with respect to TOTAL Value and TOTAL Quantity of that material. for example-
for 1-100 qty price is 10 rs.
for 100-1000 qty price is 9 rs.
we can maintain like this while defining pricing condition in inforecord.
2. Floats is nothing but is no. of days which is used while defining Schedule margin key in MRP 2 VIEW of material master.

Is it possible to configure purchasing document number in such a fashion that system should start fresh numbering for each financial year. E.g for year 2008- 2009 PO number should start with 0809/000001 and so on and for year 2009- 2010 numbering should start with 0910/00001.

In material master do you know any basic tables?
If price in purchase info records is maintained as zero or not maintained for a certain period and we make a po for the same period but price is populated in po. Where does the price come from?
