if secondary terminal is open circuited then due to absence
of counter amp-turns of the secondary,the unopposed primary
m.m.f. will be set up an abnormal high flux in the core
which will produce excessive core loss with subsequent
heating and high voltage across the secondary terminals.

if we put ct secondary open circuited than no current will flow through it and also there will be high voltage across it which will damage it

A CT Current transformer) is used to reduce the high current on primary for measuring it with small range instruments. So its number of turns on secondary will be high. So if we open circuit the secondary it will results in very high voltage on secondary which in turn damage the CT.
