Don't pour the concrete in partially filled drains because of there will be more water than the requirement for concrete in that case cement will may be drained out also. It is necessary to remove maximum possible water after wards fill the damp area with Coarse sand after wards you have to pour the concrete for Drain bed. Otherwise cement is to be add to water to maintain the cement quantity in concrete as per requirement.

the strength of concrete will be more when the w/c ratio will
be less but as per work-ability concern i have to provide
minimum amount of water .

If you are not adding water cement will not react and you
will not get any strength. So you have to add water as low
as possible(0.3)
