The neutral&earth voltage is 0v.But we were connected the lighting load at the time ballast was failed.why?

The earth is not used as a supply terminal.It can be used
for earthing metallic parts.It appears that you used the
earth wire in place of neutral.What kind of failure was
there in the ballast ?
