It is used to influence the electric field within the
insulation layer.The semicon layer has to removed at the
termination at least 6-9 inches below the lugs ,as
otherwise there will be short circuit along this layer.As
this layer is not doped, you have to treat it as a conductor.

Purpose of semiconducting layer is to maintain uniform distribution of Poynting vector i.e., P=ExH in insulator or otherwise power P=EXH densely concentrated at insulation point where two phase are comes in contact.
what Semiconducting layer does is equipotential over outer surface of insulating medium as it is like a free space.
Semiconducting layer needed to remove at termination i.e, 35 to 50 cm from lugs point.
If semiconducting layer not removed at termination leakage current flows between conductor to semiconducting which is hardly a distance of 5mm at eventually it fails.

The purpose of Semi conducting tape is only to transmit the
heat from insulation to cu. tape over it. this heat is
produced in Core due to flow of current. Further, to
TERMINATE THE CABLES, ALL CONDUCTING AND SEMICONDUCTING TAPE
IS REMOVED FROM INSULATION AS current in cable can also come
into insulation and it may be damage the cable, dangerous to
persons working.

Usually HV cable has a semi conducting, one purpose it to protect your connected load in severe damage and the system as well. In the case of unexpected faults along with this cable,any small leakage current detected will trip its protection.

generally in LT and MV motors we are using 3.5Coresx16,25,35,50 etc cable for supply.although motors is earthed at two point and having all protection.then why we are using that 1/2 core for earthing the motors.while in HT cable we are using only 3core cable for motor supply.generally lt and mv motors are delta connected and ht motors having star connection.whethere it is having any relation with winding connection( star or delta).all motors i am talking about are dol only.can anybody solve my confusion.thanks...
