Purpose of semiconducting layer is to maintain uniform distribution of Poynting vector i.e., P=ExH in insulator or otherwise power P=EXH densely concentrated at insulation point where two phase are comes in contact.
what Semiconducting layer does is equipotential over outer surface of insulating medium as it is like a free space.
Semiconducting layer needed to remove at termination i.e, 35 to 50 cm from lugs point.
If semiconducting layer not removed at termination leakage current flows between conductor to semiconducting which is hardly a distance of 5mm at eventually it fails.
