Generally organic acids are week acids than mineral acids. In this case acetic acid is organic acid so week acid than per chloric acid(mineral acid) perchloric acid dissolved in acetic acid due to INTER MOlecular HYDROGEN BOND is formed between perchloric acid and acetic acid
