Answer-1: ACB has the insulation voltage capacity of 1000 V, which is sufficient only up to LT, HT need higher insulation. so that's why ACB can not be connected in HT side

this is not how ,u r saying .....but OLTC is connected to
the HT side of the transformer so that while changing the
tape on-load, the arc will be minimum because HT side of
transformer have a less current than the LT
side .........the current will be as low as the
transformation ratio will high.

ACB there is a limit of current may pass through the contact machanism.High voltage side not possible to connect the ACB.
ACB max voltage can be maintained up to 415 volts that means it is purely applicable in LT side.
OLTC not possible to connect in secondary side because secondary side there is a continious load connecting that cause a huge problem may occur in sec side.
