If the supply of frequency is reduced to 25Hz then light will
flickering slowly which can see easily because of much time
require to flicker the bulb.

But the inductance(impedance) of the choke is reduced to
nearly 50 % and the filaments of the tube may burn out due
to over current.

The choke is designed to generate a particular amount of high voltage when the starter contact breaks the supply to the choke. This high voltage discharges through the filament and in turn ionises the gas in the fluorescent tube. However when you reduce the frequency to 25Hz the high voltage produced by the choke will reduce considerably which may be insufficient to ionise the gas and the tube may not glow.
However if the frequency is reduced when the tube is already on and working the tube will continue to glow but with less luminosity.
