I think no use of going s2 and s3 criteria because in the
final s3 criteria no unit should be less than Q-25% i.e.,
limit is 55%. We suppose to investigate in different manner
by raising OOS

The averege of 12 units is equal or greater than Q+5% OF
Label Claim IF this also not pass ,Than go for S3 Stage in
which Total of 18 units must be Greater than or equal to Q.
