in most cases - client/customer gives the use case document
in rare cases, testing team/lead will prepare. but still
the business requirement document will be given by the
customer/cleint

but in soemcases if dev team din't prepared there use cases
then it will become test team job to do it
and most compnies its not mandatory that u prpare use
cases ,use cases are for simpliying the problem
