higher autohrities decided to whether it will cover all the
requirements are covering or not. if covering it is freeze
and send to this project folder or configuration repository
i.e., sharing folder

But baseline is not a static document . Changes to the
Business Requirements Document will continue throughout the
project and throughtout useful life of the document.
