This test is for life evaluation / extension programme.The
dissipation factor (tan delta) represents the gross defects
and overall dielectric loss in the insulation.The first test
may be conducted after 10 years and subsequent tests may
conducted every 5 years , and if results are poor, after a
short period to watch the further deterioration
