Lap splice length is recquired to transfer force from one
bar to another bar.
Devolpment length is embadded lenght of reinforcement
recquired to develop the design sterngth of the
reinforcement.

lap splice is the length require to transfer stress in
reinforcement and development length is the additional
length required to get enough bond strength between steel
and concrete.

Splice length is required prior to transfer the load from one bar to another bar and also to minimize the Bending Moment but the develoment length is added to reinforcement in order increase the R.C.C design and bonding strength b/w steel & concrete.
