basically AVR i.e. Automatic Voltage Regualator is used to
Control the output of the generator.

AVR - Maintain the output voltage according to the set
value and Governor - Maintain the output Frequency(speed)
according to the set value.

What control are you talking about?As Suria and Bala has said
AVR controls the voltage and governor controls the speed.If power
output is the concern than you may have to say the over current
protections and if the fault current is of concern than earth
fault relays like wise there are so many devices to control the
generator output.
