OTCC??? it should be either OCTC(OFF CIRCUIT TAP CHANGER)
OR OLTC (ON LOAD TAP CHANGER). Tap changers are basically
used to adjust the secondary voltage to a range of +/-5%

OCTC- Off circuit tap changer is meant for changing the
secondary voltage of power transformer within the rated
plus minus range with respect to the rated nominal
secondary voltage by shifting the tap positions.. As the
name implies the taps are changed only when the transformer
is taken off the circuit.

OLTC - ON Load Tap Changer. When primary voltage low/high
in that condiction we will maintain our secondary voltage
by using our transformer's OLTC

It should be OCTC-off-circuit tap changer or OLTC- On-load tap changer. OCTC is for changing the taps provided in HV side of the transformer when the transformer is out of cicuit , as the name implies, for changing the voltage ratio. In OLTC the taps can be changed when the transfomer is on load. The number of taps provided depends on the design requirements for change of secondary voltage on the + side and minus side relative to the rated voltage ratio.

if it that mean remote Tap changing cubicle, this cubicle normally installed in control room/or any suitable place, to change the Tab of transformer ,whenever desired as per Grid voltage, It could be Manual/Auto operated.

It is a part of the HV winding ,as the current is low. It
is used to step up or down the voltage according to the
requirement.
