What is differnce b/w tie breaker and bus coupler?

There are many controversies regarding definition of
tie-breaker.I think bus- coupler is between parallel buses
and tie breaker is between bus and its extension.

It is a three inch fan and i want it to rotate to other direction .I've tried cutting the wire and reconnecting them inverse like black to white and white to black ,but it won't start rotating when i plug it in that way.And then it works again when i rejoin the wire to the way it is. IN OLTC we observed "OUT OF STEP" Alarm, we have two different transformer, when both are in parallel this type of alarm observed. what's the meaning of this alarm and why it occurs???
