i think, in case of portal frames there is effect of sway
i.e.forces causing bending moment in horizontal direction
on column for this purpose reinforcement is provided in
only 2 sides of outer faces. such column is design for
axial compresiion as well as bending. but column those
carry heavy axial forces are design for pure compression
and reinforcement is provided in all 4 sides.

if the moment only in xx direction provide reinforcement on
two side only for example end column shape is recatangle
if the moment equal in both xx and yy direction provide
both side reinforcement or on all four sides
example middle columns shape is square
