Cable used for HT is designed for High Voltage and low
current carrying capacity. But for Low voltage rating
current requirment is very high which would cause Excess
heating in cable and will result in Puncturing of cable at
weak point.
For Ex- HT side Power=HT Vol* HT Current,if this cable
would be used for Low voltage then Power will be same. Thus
LT Power= HT Power
> 415*700 = 11000* I (Power factor is assumed to be unity)
> I= 26.5 Amp (For HT cable)
Thus,HT cable cant be used for Low voltage at High Current.

We can use HT cable for 415V, 700A. But you have not
mentioned any HT cable rating. If you mention HT cable
rating then we can analise whether it can be use or not.

Actually we cant use HT cables on 415 V LV side because of
without neutral cable. we can use HT cable with neutral
additionally. Neutral cable based on copper size which is
inside on HT cable. Because normally HT cable insulation
more less copper. because HT side High voltage less
current. But economic wise this is not good idea also.

we can't use h.t. cabel as l.t. cable.
because the cost of your h.t. cable is much higher han same
rating h.t. cable.

normally, for HT we are using 240Sqmm cable in ring circuit. this 240sqmm cable is not sufficient for 700A, 2x240sqmm is sufficient for 700A. but we can use this 240 for both 11KV and 415V, thats not a problem.
