Elasticity is the capability of an object to return to its
former shape once a load inducing strain is removed. If you
were to drop a steel ball on a very hard surface, it would
probably bounce higher than than rubber. If you drop it on a
softer surface, because it would deform less, then the
surface it is to bounce off will be the one deforming, so
the bounce would be a function of the elasticity of the
floor, not of the ball.
Youngs Modulus of steel is more than youngs modulus of rubber

since the young's modulus of steel is more than the rubber
steel is more elastic.the elasticity depends on the
restoring force.restoring force is nothing but the force
needs to regain the original shape.so steel has more
restoring force compred with rubber.

steel is more elastic than rubber because E of steel is more
that that of rubber. it means that slope of stain- stress
curve of steel is more that slope of strain- stress curve of
rubber. steel has large straight line portion ie limit of
proportionality.

Steel is more elastic than rubber because according to the
definition, Elasticity is the property of material by
virtue of which it regains its original size and shape. Eg:
take a piece of steel wire and a thin rubber, the same
diameter of the steel wire and apply the same load on both
together. After removal of the load/force, you will observe
that the length of the rubber will increase, but the length
of the steel wire will not increase. This proves the above
explanation.

I need more clarification from all,
I think, you are thinking about elastic strength. elasticity
is different from elastic strength.
Of course steel has high elastic strength(youngs modulus)
but it has low elasticity. It couldn't get original shape
still the deformation is lower than rubber and elastomer
materials.
for an example take a piece of rubber and steel
under application of load rubber and steel both gets
deformation but rubber only can get its original shape after
removal of load(though the load is much lower than steel)
steel needs more load to deform because of high elastic
strength only.

a material is said to be elastic if it obeys hooks law.
hooks law said that within certain limits, strain is
proportional to stress producing it. steel has more st. line
portion than rubber hence more elastic.

in atomic level is " the energy to break the bond between
the two atom " as the energy between the steel atom is more
therefore elasticity of steel is more.and viceversa
