Both severity and priority is assigned by Tester only.Do not
confused with severity and priority.At same time when we
open a defect we have to assigned both severity and priority.

Severity is defined based upon the Impact of the bug on the
functionality of the Application.
It is assigned by the Test Analyst who submitted the defect.
Priority is defined based upon the need of fixing the
defect and time constraints before pushing the code into
prodution.
Ex: The severity of the bug is High but due to some
constraints like cost and time,the priority can be set as
Low.In the same way a Low Severity defect can have a high
priority.
Priority can be assigned by Test Team Lead/Development
Manager who is aware of the criticality in fixing the
defect.
