It depends upon the sdlc process u r following.if ur in
agiles process, then u should start testing while
requirement analysis and it should work with the developers
interaction

SDLC starts with requirement phase.
Testing helps that requirements are clear, complete &
cosistent & further testable with the help of defining
quality some quality measures. If yes then can be
trasfered into functinal specification.
