u can bring the frequency to normal by decreasing the laod
shared by the generators. But i dont think any power system
engineer can afford to loose laod. The frequency can be
brought back to the noraml valsue after the following:-
1.make sure that the governor sets of all generators are
working fine.
2.make sure that that the droop characterstics of all the
governors connected are same.
3.make sure that there is no problem with prime mover side.

according to power system engineering the decrease in
frequency is because of load (as load increases speed
decrease) so Automatic control in power system detect this
change in speed and increase the steam or hydro flow to
turbine to counter balance it.

The problem is not that the frequency of the generator is
decreasing, but the problem is that when this frequency
decreases upto the underfrequency limit of the turbine (or
generator)(frequency bandwidths as given by manufacturer)
(generally at 48Hz). It must be noted that the turbine (or
generator) can run for some commutative duration in
different frequency bandwidths even below 48Hz, but it is
better to avoid in these bandwidths because turbine blades
may damage due to resonance.
The most effective solution is the load-shedding
(distribution side) (by asking the transmission network
controller).
Otherwise reducing the generator load manually.

An 11kv system consisting of an underground cable to a sub station about 300 meters away was shut down for about 10 hrs. On energising, it tripped off on earth fault about 10---20 mins later 6 times but since than it is not tripping.its already 3 weeks now.
