Kick off meeting is conducting by the Project Manager with
all the members who involved in the new project like Team
Manger/Team Lead/Team Members/if needed Clients, at the time
of Starting a new project to have a brief and complete idea
on that project.
And they are going to discuss all the main/required concepts
of the current project.

Hi
Kick-off simply means to start up of a review. It one the
major done task in formal review techniques. In informal
testing it is often neglected.
In this phase the moderator or the inspection leader goes
through the objectives of the review and provides all the
documentation part to the member of the meeting. One of the
intention of this meeting is to get everybody in the same
wavelength and also to commit to the time line to spent on
the review or checking.

kick off meeting will be a high level meeting.i guess test
engineers will not participate in that meeting.so there is
no chance of observing anything in that meeting.
