and the voltage B/W any line to nutral is called phase voltage.

for example phase voltage is 240v so the line to line voltage is 398.31.

There is NO SUCH THING as a 'phase-to-phase' voltage. The three 'hot' conductors are called LINES, not phases. For a delta connection, the phase voltage is a line-to-line voltage. For a star connection, the phase voltage is a line-to-neutral voltage.
