Choke (ballast) produces around 11000v at starting time of
flourecent tube to move the electrons from flements of two
sides for closing of circuit. after that tube will glow on
around half of the supply voltage.

choke is highly inductive , so it opposes any sudden change
of voltage .
At start it stores electrical voltage and passes it with
high amplitude within sec(1000-1200V) for ionisation of
gases in tube bar .
