There is now such standard figures. The ratios depend on
the criticality of the application being developed. If the
application under development is Time critical and realtime
(System Softwares, Aeronaitical, Medical, Indusrtial
Automations) then more percentage towards testing is
appropriate. If the application is developed for less
critical requirements like Sports, Recreation websites.
Then development can be given more percentage cost.
